Austin, TX city rule
Keep your dog leashed in Austin public areas unless you are inside a city-designated off-leash area.
Austin says its city code requires dogs to be on a leash in public unless a place is specifically designated otherwise. The city's off-leash areas are the exception, not the default.
Outside a secure enclosure, keep your dog restrained and under your immediate physical control; a hand-held leash is the ordinary way to do that on a walk.
Dallas Animal Services says owners must restrain animals at all times in a fenced yard, enclosure, structure, or through the city's limited tethering rules. Tethering is allowed only while the dog is in the owner's immediate possession and accompanied by the owner.
