More about this rule

The rule in plain language

Dallas Animal Services says owners must restrain animals at all times in a fenced yard, enclosure, structure, or through the city's limited tethering rules. Tethering is allowed only while the dog is in the owner's immediate possession and accompanied by the owner.

What to keep in mind

If tethering while present, use a properly fitted harness or collar, attach the tether to it rather than directly to the neck, and prevent entanglement or injury. Off-leash facilities and other specifically authorized settings may have their own posted rules.
